Hypothesis Statement

the research question is ( What are some lessons can be learned from Hurricane Katrina ).

what I need is:

1) developing annotated bibliography with the references in the APA format ( 10 references ).

2)a brief statement of the literature foundation (background) to support the rationale for the choice and stated question AFTER the Hypothesis/Question statement.
